Ginnie Mae

Michael R. Bright joined Ginnie Mae in July 2017 as EVP and Chief Operations Officer, where he manages all operations for Ginnie Mae’s $1.8 trillion portfolio of mortgage-backed securities (MBS). In this capacity, Michael oversees the fulfillment of Ginnie Mae’s core mission - connecting global bond investors with domestic mortgage borrowers while providing oversight of Ginnie’s MBS issuers.

Michael has extensive experience in the mortgage, banking, and securities industries, and is well known as a thought leader and speaker on national housing policy.

Before joining Ginnie Mae, Michael was a director at the Milken Institute’s Center for Financial Markets, where he led the institute’s housing program. He was a co-author of the “DeMarco-Bright” proposal on housing finance reform, which proposed to achieve housing finance reform by building on the Ginnie Mae infrastructure and processes.

In 2013 Michael was a principal staff author of S.1217, the "Corker-Warner" GSE reform bill that passed the Senate Banking Committee the following year. While in the office of U.S. Senator Bob Corker, he also advised on a range of Senate Banking Committee regulatory policy issues.

After leaving the Hill, Michael was with the asset management company BlackRock, where he served as Vice President in the firm’s financial advisory unit, helping national banks and financial regulators to conduct stress tests and other financial analytics. He was also a Senior Vice President with the mortgage firm PennyMac. From 2009 to 2010, Michael spent two years as a mortgage data analyst in large bank supervision at the Office of the Comptroller of the Currency.

Prior to coming to Washington, Michael was an interest rate derivatives trader and MBS market-maker for Wachovia Bank in Charlotte, North Carolina. He began his career in finance in 2002 as a modeler and trader on the servicing hedge at Countrywide Financial in Calabasas, California.

Michael holds a B.A. in International Relations from Johns Hopkins University and an M.A. in the same discipline from the Johns Hopkins School of Advanced International Studies (SAIS).
Bob Corker [More Info]
U.S. Senator from Tennessee

Bob Corker is in his second term in the U.S. Senate, where he serves as chairman of the Foreign Relations Committee and is an active member of the Banking Committee and the Budget Committee. Corker was Tennessee’s commissioner of finance and mayor of Chattanooga before being elected to the Senate in 2006, but he spent most of his life in business. It’s that results-driven businessman’s perspective that allowed him to make a mark early in his Senate tenure and become a pragmatic thought leader in Washington on fiscal, financial, and foreign relations issues. As a senior member of the Banking Committee and the lead sponsor of the Housing Finance Reform and Taxpayer Protection Act, Senator Corker is widely considered the key voice in Congress on housing finance reform.

Bill Emerson is Vice Chairman of Rock Holdings Inc., the parent company of Quicken Loans, the nation’s second largest mortgage lender, and several other FinTech businesses. He is responsible for leadership, growth and culture development across the entire Rock Holdings portfolio.

Most recently, Bill was Chief Executive Officer of Quicken Loans, a position he held for 15 years. Under his leadership, Quicken Loans became the second largest retail mortgage lender and has closed nearly $300 billion in home loan volume across all 50 states since 2013.

Bill joined Quicken Loans in 1993 as a Mortgage Banker. His passion and commitment for learning and growing, as well as his zeal for taking care of clients, helped him take on many roles at the company.

J.D. Power has ranked Quicken Loans “Highest in Customer Satisfaction for Primary Mortgage Origination” in the United States for the past seven years, 2010–2016. The company was also ranked highest in the nation for client satisfaction among mortgage servicers by J.D. Power for four consecutive years, 2014 through 2017, each year the company was eligible.

Detroit-based Quicken Loans employs 16,000 team members. The company was ranked No. 10 on FORTUNE magazine’s annual “100 Best Companies to Work For” list in 2017, and has been among the top-30 companies for the last 14 years. Bill is an active spokesman for the housing industry and has testified before the United States Senate Committee on Banking, Housing and Urban Affairs and the House Financial Services Subcommittee on Financial Institutions and Consumer Credit. He served as Chairman of the Mortgage Bankers Association (MBA) for the 2015-2016 term and is the former Vice-Chairman of the MBA’s Residential Board of Governors. He is also a board member of the Financial Services Roundtable’s Housing Policy Council (HPC) and the HPC’s Executive Council.

Bill is a member of the Board of Directors of Xenith, Inc., a football helmet company dedicated to advancing safety through innovation and education; the Detroit Economic Club; The Parade Company and the Skillman Foundation.

Dedicated to his community, Bill has been the recipient of the ALS Association’s Iron Horse Award and the Salvation Army’s prestigious William Booth Award, the nonprofit’s highest honor. He also supports the Alzheimer’s Association Greater Michigan Chapter.

Bill earned a bachelor’s degree in business from Penn State, where he was a member of the University’s 1982 National Championship football team.

Counselor to the Secretary
U.S. Department of the Treasury

Mr. Phillips joined the Treasury in January 2017 and serves as Counselor to the Secretary. He assists the Secretary in a range of matters including domestic finance, domestic financial institution policy and housing finance policy and regulatory reform.

Since 2008 Mr. Phillips served as a Managing Director and Member of the Global Operating Committee of BlackRock, Inc. Mr. Phillips was the global head of the Financial Markets Advisory Group in BlackRock Solutions which provided analytical and risk consulting services to a wide range of private and public sector organizations globally. Clients included central banks, banking supervisors and multi-lateral organizations around the world.

Mr. Phillips previously held leadership positions at Morgan Stanley and Credit Suisse First Boston where he managed global securitized product platforms.

Mr. Phillips holds a BA in Economics and Business Administration from Vanderbilt University.
